It's been exciting to see PenMet has transformed from a modest park and recreation district into a regional leader in recreation, accessibility, and community connection.
I'm excited to continue to build on this success and deliver results by providing recreation and open spaces for all ages and abilities.

ABOUT LAUREL
As a lifelong resident of the South Sound, Laurel has spent the majority of her 20-year teaching career inspiring, and being inspired by, students in a variety of settings. From middle school math to elementary physical education to outdoor ed, she believes there is nothing quite like witnessing young people come alive and experience that spark of joy that happens often when they are given autonomy and the ability to express their own voice.
Whether creating and exploring in the outdoors or connecting the concepts of a math equation to the solution, she has seen how transformative learning experiences can be, and she treasures the impact these experiences are making on her students as they start their journeys of becoming lifelong learners.
In addition to her work in education, Laurel has been proud to serve as an elected commissioner for PenMet Parks, where she helped oversee tremendous growth and progress for her community. Setting policies, revising procedures and supporting staff allowed the community to benefit from a park and recreation district that provided significantly more services, activities and access to open space, trails and outdoors than ever before.
Laurel is an advocate for collaboration and problem-solving, always striving to work with others—regardless of any differences—to find solutions that will benefit and strengthen her community. She listens, learns and is not shy to speak up for what matters!
Laurel lives in Gig Harbor with her husband, two children, dog and cat. You can often find the whole family playing pickleball, watching Survivor or camping at the beach on Key Pen.

PRIORITIES

Investing in Recreation Infrastructure
PenMet Parks’ new Recreation Center is a generational investment, offering year-round access to wellness, sports, and public events. From the Cheney Walking Track to the PNW-themed mini golf, these thoughtfully designed spaces bring people together and reflect our community’s commitment to health, connection, and accessible recreation for all ages.
Preserving and Enhancing Community Landmarks
PenMet has restored local treasures like the Arletta Schoolhouse and Rosedale Hall while upgrading beloved spaces like Tubby’s Dog Park and the Fox Island Pier. Thoughtful renovations and accessibility improvements ensure these parks remain welcoming, safe, and meaningful places for residents to gather, celebrate, and make new memories together.
Expanding Access to Recreation
Participation in PenMet programs has quadrupled since 2019, and programming continues to grow. PenMet now offers specialized, adaptive, and senior recreation along with financial support for families in need. This inclusive, expanding programming ensures everyone in our community—regardless of age or ability—has the opportunity to play, grow, and connect.
Planning for the Future, Responsibly
PenMet’s leadership has prioritized strategic planning and fiscal responsibility. With a clear roadmap through the PROS Plan, Capital Improvement Plan, and annual work plans, the district continues to deliver meaningful results. Every public dollar spent creates measurable benefits, making PenMet a model of transparent, community-driven governance.
Building a Stronger, Healthier Community
Parks are more than green spaces—they strengthen public health, boost property values, and foster community bonds. Under Laurel Kingsbury’s leadership, PenMet has become a regional leader in delivering these benefits. Together, we are building a community that values recreation, inclusivity, and quality of life for today and future generations.
